In the south there is no 'difference of sentiment, prhnerily, upon the question of negro suffrage. Tt is agreed by every one that there can be no present conces sion of such privileges to the freed in en, and that the aspects of the question iu the future arc subjects purely within the province of the diirerent states it is to af fect ben.eticially or inadvantageonsly. If Massachusetts has power to concede tn :mv ncu class of its popuhrtion with in the limits, of the general constitution, the right to vote, so within the same scope and" with identical limitations, North Carolina may withhold it. In fact the states in their individual capacity may prescribe any and all rules for their citizens which do not conflict with the expressed or clea'rly implied-declara-.. tions 'o' fire Federal compact. No man unless wili'fiUy and mischievously blind to truth, can question a principle which derives its force from the universal prac tice of all the members of the Union since the organization of the government.
